Overview
Spruce took over the Monroe County Water Authority’s legacy website and delivered a complete redesign from the ground up — including a new user interface, streamlined content architecture, and a brand-new online bill payment portal integrated with a third-party payment gateway.
The MCWA’s legacy website was outdated, difficult to navigate, and lacked modern online payment capabilities. Hundreds of thousands of residents rely on MCWA for their water service — and needed a reliable, easy-to-use digital channel to pay bills, access account information, and get service updates.

Spruce delivered a modern, scalable water authority website with a fully integrated bill payment portal — built on a cloud-native stack to serve hundreds of thousands of users reliably.
1. Full Site Redesign
dsdasdSpruce redesigned the MCWA website from the ground up — consolidating and optimizing content, creating a clean new UI and navigation structure, and delivering a platform that is easy to use for every resident in the service area.
2. Integrated Bill Payment Portal
The centerpiece of the rebuild is a new online bill payment portal that integrates with a third-party payment gateway — giving MCWA customers a convenient, secure way to manage and pay their water bills online.
3. Cloud-Native, Scalable Architecture
Built on the SERN stack with Docker containers and deployed on AWS, the platform is mobile-responsive and highly scalable — designed to handle the high transaction volumes of a public utility serving hundreds of thousands of residents.
